I don't think it would need to be this complicated. Maybe having some indication of which levels are easier and which ones are harder would be nice, but I don't think a complete dynamic difficulty is needed at all. Maybe also take a look at how Super Mario Bros. Wonder handles this with its own worlds 3-6, which are also basically following this formula.

Personally, though, I'm not sure if I like the idea. Sure, it's kinda cool to be able to play the levels in any order, but when reaching the final world requires me to play them all eventually anyway, it just feels kind of... pointless?

That and, to be honest, I like it when games somehow indicate to me where I'm supposed to go next. I'm probably in the minority here, but getting a lot of choice with where to go just feels overwhelming to me personally.
